Auditor General Report exposes Governors: A report from the Office of the Auditor General for the 2022-2023 financial reports on County Executives has exposed shady dealing in counties.
Top of the list was Trans Nzoia Governor, Goerge Natembeya. The AG Found out that Trans Nzoia had Irregular Engagement of Casual employees and paid salaries for more than the twelve months they had worked.
She also noted that there was no evidence of casuals being approved by the County Public Service Board contrary to the provisions of Section 37(3) of the Employment Act, 2007.
She stated,” In the circumstances, management was in breach of the law. Multiple payments of arrears ranging from one to twelve times per employee within a year, totalling Ksh136,420,125 and the absence of proper documentation and explanations for these high-frequency arrears payments casts doubt on the legality and accuracy of the payments,”
Following Closely was Nairobi Governor Johnson Sakaja, Where a number of serious issues regarding the management of resources at Nairobi City County.
The report read,” Report on programmes and sub-programmes does not tally with the other reports submitted by the County Treasury, especially on actual expenditure. The County Treasury should ensure the IFMIS reports are reconciled to improve budget credibility.”
It is also suspected that senior officials are diverting million through the manual payroll that is hard to account for.
The report read,”The Government requires that salaries be processed through the IPPD system, and the County is advised to fast-track the acquisition of Unified Personnel Numbers for their staff. The County Public Service Board should regulate staff engagement on contract and casual workers as provided under Section 74 of the County Governments Act 2012. Further, there should be strict compliance with the approved staff establishment,”
The highlight of the report was Meru Governor Kawira Mwangaza who was ranked as the least corrupt Governor.
The AG observed,” Financial statements reflect compensation of employees totalling Ksh5 million which includes Ksh126 million paid to 161 doctors and medical officers as emergency call allowances. However, it was observed that the payment rates used of Ksh72,000, Ksh66,000 and Ksh80,000 were higher than the Ksh30,000 per month stipulated in the Salaries and Remuneration Commission Circular.”
