List of Flagged Counties after Auditor General Raises Audit queries on all the 47 counties
List of Flagged Counties: The 2022/2023 financial year report on Governors, has exposed incriminating findings against the devolved units.
Top of the list is Tana River County, where financial statements outlined inaccuracies, undisclosed bank balances, stale cheques in the cashbook, unsupported legal costs and travel expenses.
Second is Kiambu County where there was financial discrepancies, such as improper payments for undelivered goods of a sum totaling to Ksh 16,590,010, unexplained balance of 11,116 bags of fertilizers worth Ksh 14,117,320 and over-expenditure on appropriations-in-aid amounting to Ksh 195,038,188.
Another Flagged County is Baringo County where questions were raised on irregular payment of salaries, unsupported fuel, oil, and lubricant expenditures, inaccuracies in medical equipment lease rentals, and unsupported construction of roads.
Narok County was also on the list because of unconfirmed purchases of motor vehicles, unreconciled cash equivalents, non-compliance with guidelines on pending bills, and irregular retention of staff.
Next is Nyamira County where financial reports showed inconsistencies in cash equivalents, unreconciled transfers from the County Revenue Fund, and unsupported purchases of pharmaceuticals.
Nairobi City County was also flagged for misclassification of expenditure, inaccuracies in cash equivalents, and irregularities in project implementation
Isiolo County was also listed because it failed to fully automate its revenue system and irregular payments from the emergency fund.
Mombasa County had bank balance inaccuracies, unexplained voided transactions, unauthorized payments, and outstanding imprests.
Marsabit County had irregular transfers and lack of an audit committee.
Bungoma County had irregular engagement of workers and failure to provide project status update
