Controller of Budget Exposes Counties and Governor Running Upto 300 Bank Accounts to Cover up Theft[FULL LIST]
Controller of Budget (CoB) Margaret Nyakang’o has flagged several Governors who were found running multiple bank accounts, used to hide irregular expenditures.
Baringo Governor Benjamin Cheboi, runs 292 bank accounts, 256 accounts said to be for health facilities, which is contrary to the PFM Act.
Bungoma Governor Ken Lusaka is running 300 bank accounts. According to the CoB, the accounts are not under the Central Bank of Kenya.
Bomet Governor Hillary Barchok operates 17 bank accounts. He also uses manual payroll to pay upto Ksh.27 million.
Additional counties include; Elgeyo Marakwet County (155 bank accounts), Kajiado (50), Embu (46), Kakamega (44), Kwale(64) and Migori(76).
The CoB further noted that Narok Governor Patrick Ole Ntutu used Ksh.477 million to development in four months, while Kirinyaga’s Anne Waiguru spent Ksh.378 million, and Busia’s Paul Otuoma spent Ksh.328 million.
However, 10 counties spent zero shillings on development including Nairobi, Kajiado, Baringo, Lamu, Uasin Gishu and West Pokot counties.
Counties continued recording dismal performance in raising own-revenue. Tana River collected 81% of their target banking Ksh.78 million, while Narok collected 60% of their target. Samburu collected 36% and Garissa collected 27% of it’s target.
