What then needs to be done in the fight against corruption- Justice Ringera.
In a statement, Justice Aaron outlined what then needs to be done to fight corruption.
I) Infusion of compulsory ethical training in Kenya’s education system
EACC has in collaboration with the Ministry of Education infused integrity content in the basic education curriculum. Remarkably, the Competency-Based Curriculum (CBC) is value-based and expected to promote values such as integrity, patriotism, respect and responsibility among the learners. Consequently, higher learning institutions including Universities and Colleges should follow suit and incorporate a common course unit focusing on Ethics and National values.
ii) Wealth declaration by all public officials
In keeping with the national values of integrity and transparency enshrined in Article 10 of the Constitution, the law relating to wealth declaration should be reviewed to make it more effective, to achieve its intended objectives. Those who wish to serve in Government must know that once you become a public officer, you seize being your private self and become public property.
iii) 𝐒𝐭𝐫𝐞𝐧𝐠𝐭𝐡𝐞𝐧 𝐞𝐧𝐟𝐨𝐫𝐜𝐞𝐦𝐞𝐧𝐭 𝐨𝐟 𝐂𝐡𝐚𝐩𝐭𝐞𝐫 𝐒𝐢𝐱 𝐨𝐟 𝐭𝐡𝐞 𝐂𝐨𝐧𝐬𝐭𝐢𝐭𝐮𝐭𝐢𝐨𝐧 𝐨𝐧 𝐥𝐞𝐚𝐝𝐞𝐫𝐬𝐡𝐢𝐩 𝐚𝐧𝐝 𝐢𝐧𝐭𝐞𝐠𝐫𝐢𝐭𝐲
Ethical standards should be applied from the top levels of leadership to all cadres. Persons entrusted with leadership responsibilities should lead by example and shape the ethical tone for their subordinates.
iv) 𝐀𝐝𝐝𝐫𝐞𝐬𝐬 𝐠𝐚𝐩𝐬 𝐢𝐧 𝐚𝐧𝐭𝐢-𝐜𝐨𝐫𝐫𝐮𝐩𝐭𝐢𝐨𝐧 𝐥𝐞𝐠𝐚𝐥 𝐟𝐫𝐚𝐦𝐞𝐰𝐨𝐫𝐤𝐬
Noting that gaps in our existing anti-corruption laws have been a major drawback in the fight, there is a need to fix this challenge to ensure that the corrupt are effectively held to account.
V) 𝐁𝐮𝐢𝐥𝐝 𝐭𝐡𝐞 𝐜𝐚𝐩𝐚𝐜𝐢𝐭𝐲 𝐨𝐟 𝐜𝐫𝐢𝐭𝐢𝐜𝐚𝐥 𝐢𝐧𝐬𝐭𝐢𝐭𝐮𝐭𝐢𝐨𝐧𝐬 𝐢𝐧 𝐭𝐡𝐞 𝐟𝐢𝐠𝐡𝐭 𝐚𝐠𝐚𝐢𝐧𝐬𝐭 𝐜𝐨𝐫𝐫𝐮𝐩𝐭𝐢𝐨𝐧
To enhance efficiency in the fight against corruption, there is a need to strengthen the capacity of key agencies such as EACC, Judiciary, Auditor General and ODPP by enhancing their budgetary allocation.
vi) 𝐑𝐞𝐜𝐨𝐯𝐞𝐫𝐲 𝐨𝐟 𝐚𝐬𝐬𝐞𝐭𝐬 𝐬𝐭𝐨𝐥𝐞𝐧 𝐟𝐫𝐨𝐦 𝐭𝐡𝐞 𝐩𝐮𝐛𝐥𝐢𝐜
Corruption is not a crime of passion. It is a premeditated crime usually for material benefit. The Strongest deterrent to the crime is not a long prison sentence but the deprivation of the gain thereby acquire
vii) 𝐀𝐧𝐧𝐮𝐚𝐥 𝐩𝐮𝐛𝐥𝐢𝐜𝐚𝐭𝐢𝐨𝐧 𝐨𝐟 𝐚 𝐥𝐢𝐬𝐭 𝐨𝐟 𝐬𝐡𝐚𝐦𝐞
Corruption is now entrenched in our society. It is an evil we cannot afford to live with anymore. A strong message must, therefore, be sent to all and sundry that corruption is a disease that should be stigmatized and its perpetrators shamed and shunned
viii) 𝐑𝐞𝐰𝐚𝐫𝐝 𝐟𝐨𝐫 𝐚𝐧𝐭𝐢-𝐜𝐨𝐫𝐫𝐮𝐩𝐭𝐢𝐨𝐧 𝐜𝐡𝐚𝐦𝐩𝐢𝐨𝐧𝐬
In addition to creating a very hostile environment for the corrupt, there is need to take measures to reward those who have gone out of their way to fight corruption
