Parliamentary Report Reveals How Cheating was done in 2022 National Exams.
The Inquiry on cheating of exams started on January 27, 2023, a week after the release of the 2022 national examination results.
According to the Parliamentary committee, The Directorate of Criminal Investigations (DCI) has handled a total of 68 exam malpractice cases with 44 of them pending investigation.
Additionally, 17 cases are pending before court cases 6 cases have already been finalised. Among the cases, 47 involved the use of mobile phones, while 12 involved the use of written materials and Only a single case of student impersonation was reported.
This followed a meet up with the Ministry of Education, government agencies, the Judiciary, key players in the education sector and Submissions from 10 Counties.
The committee attributed the Malpractice to the early exposure to afternoon examination papers, use of mobile phones, and unauthorized written materials which were confiscated at different examination centers.
Giving an example, In Embu, The committee stated that teachers had observed similar answers given by students, with the educators saying they marked some scripts with similar answers. The exam markers confirmed marking papers where every student from a school wrote an incorrect but similar answer.
In some parts of the country, School heads are said to have approached the Sub-county directors of education with a proposal on their desired supervisors as some schools demanded motivational fees on parents to bribe exam officials.
Dealing with this issue, The committee recommended that TSC adjust teachers’ promotion requirement to focus on other parameters like discipline, teacher development, and co-curricular activities.
Additionally, they saw it right that school principals manage examinations in schools outside their sub-counties.
The committee also recommended that the examination council should restrict exam officials from overseeing examinations in a particular centre for more than two consecutive years.
