Crystal Asige, Nominated ODM Senator proposes Tough Rules for Agencies sending Kenyans Abroad to especially for work purposes . This includes acquisition of a license before being allowed to operate.
In license registration, The agencies will be required to apply for a license after they have detailed the nature of their operations, business premises and where they are sending Kenyans.
Notably, they will be required to provide an indemnity cover for the employees.
Further, the recruiters will have to pay a levy as prescribed by the law. This will be used for emergency repatriation of an overseas worker. The funds will also be used to ferry back to the country, the worker’s body if they pass on while in the foreign nation.
The agencies required will also be required to publish a report and present it to the National Employment Authority (NEA), outlining the persons employed, employment status, vacancies, and any other information as required by NEA. NEA will also be required to publish the list of licensed recruiters in the Kenya Gazette.
The agencies will keep and maintain a register of all recruiters granted a full or conditional license.
The proposal read,”The authority shall, in as far as possible, facilitate the deployment of Kenyan workers only to countries where the rights of Kenyan migrant workers are protected.”
Senator Asige argued that Kenyans abroad are contributing to the economy of Kenya, but they are not protected by the government.
She stated,”It is paramount that the laws of the country protect the welfare of these Kenyans and not only ensure their continued contribution to the economy.”
