Ethics and Anti- corruption commission, EACC reveals cases of graft in Uasin Gishu County during the Taming graft leadership forum held in Eldoret.
On Tuesday EACC launched a 3-day corruption prevention program for Governors, Deputy Governors, County Secretaries, CEC members, and County Attorneys from Kisumu, Vihiga, and Siaya counties.
The program, running from 28th-30th November, 2023 is held at Boma Hotel in Eldoret. Governors Prof. Anyang Nyong’o of Kisumu, Wilberforce Otichilo of Vihiga, and Jonathan Bii of Uasin Gishu attended yesterday’s session.
In the opening speech delivered on his behalf by Director of Preventive Services Vincent Okong’o, CEO Twalib Mbarak revealed that in the last two years, the Commission has received and processed a total of 1,337 reports relating to County Governments out of which 843 were within the Commission’s mandate to investigate.
The reports indicate that embezzlement of public funds is the most prevalent form of corruption in the counties.
A summary of the reports is as follows: Embezzlement/Misappropriation of Public Funds-303; Unethical Conduct-113; Public Procurement Irregularities-97; Fraudulent acquisition and disposal of public property-78; Abuse of Office-77; Conflict of Interest-57; Bribery-55; Unexplained Wealth-40; and Fraud-10.
Participants are members of Apex Corruption Prevention Committees established by the Commission in collaboration with GIZ, to mitigate the challenge of corruption and theft of public funds in county governments.
The preventive approaches complement other Commission’s functions including investigations, asset recovery, and ethics enforcement.
During the engagements, the Commission highlighted that it will assist the county leadership in developing sustainable strategies for sealing systemic weaknesses and loopholes that allow corruption in the counties. EACC will implement this program in all counties, targeting senior leadership.
