Several nominated permanent secretaries have nothing to do, Lamented Kaluma.
Homa bay town member of parliament, Kaluma has lushed out on the president, asking as to why, principal secretaries are being hired with nothing to do but are on the payroll.
He posed,” “Several nominated permanent secretaries have nothing to do but take-home salaries and benefits.”
“What will principal secretary for parliamentary affairs do in the face of separation of power,” he added.
Kaluma further highlighted that the list was not regionally balanced, it was dominated by two tribes in the country.
According to the list,12 women were nominated, disregarding the two third gender rule envisioned by Kenyan Constitution (2010).
The 51 PS list also slightly exceeded 48 state departments created under the 21 ministries.
A petition by Bikeri is however, in court challenging the nomination of the principal secretaries.
