The independent electoral and boundaries vice Chair, Juliane Cherera, has listed 6 ways Chebukati acted contrary to the protocol.
Juliane Cherera is a respondent in the Azimio la Umoja presidential petition at the supreme court of law.
In the affidavit she filed as the 5th respondent, Juliane Cherera stated that the free, fair and credible motto that is supposed to be upheld by IEBC was done adhered to.
She went ahead to list six(6) actions that the independent electoral and boundaries commission chair, Wafula Chebukati did , contrary to the procedures.
First she said that the IEBC chair, Chebukati made transfer on returning officers without seeking advice from other commissioners.
She said,”Returning officers are permanent members of staff at IEBC who could only be transferred after 5 years but Wafula Chebukati, in a departure from this transfer policy, transferred the ROs on 30th March 2022 without the approval of the commission.”
She further said that the chair always acted alone. Chebukati did not hold a meeting to assess the perfomance of the commission on the audit register of the voters.
Ms. Juliane Cherera also reprimanded the independent electoral and boundaries chair , on why he did not bother to finish the recruitment of voter registration director and director of elections.
In the list, Cherera faulted Chebukati on the way he unilaterally act as the chairperson of Independent electoral and boundaries commission.
She said that the chair took over the role of : the ICT committee, Chief executive officer operations, commission legal committee.
Chebukati ignored the role mandated to other commissioners by the independent electoral and boundaries commission as he worked one handedly.
In Cherera’s affidavit, she stated that Chebukati released press briefings without consulting the rest of the commissioners.
